Preheat oven to 350° F. Line a baking sheet or 2 with parchment paper and set aside.
Whisk together the flour, cream of tartar, baking soda, and sea salt in a large bowl. Set aside.

In a separate bowl, using a hand or stand mixer, cream together the shortening, softened butter, granulated sugar, and light brown sugar until light and fluffy, about 2 minutes. Mix in the egg and vanilla extract.

Add the flour mixture to the sugar mixture and mix until combined. Fold in the crushed animal cookies and sprinkles.
1½ cups crushed frosted circus animal cookies, ⅓ cup rainbow sprinkles
Use a cookie scoop to place scoops of dough onto the prepared baking sheets making sure to leave about 1 inch between each cookie. Use the palm of your hand or the bottom of a glass to flatten each cookie slightly.
Bake for 10-12 minutes or until beginning to brown on the edges.
Remove the cookies from the oven and allow them to cool on the baking sheet for 10 minutes before removing to cool completely.
